3 July 1999Budapest, Hungary (AP) _ Kenya's Kenedy Ochieng took advantage of the absence of world record-holder Butch Reynolds to win the 400 meters in the IAAF Permit meet Saturday.

Ochieng finished in 45.44 seconds, followed by Eric Milazar of Mauritius in 45.60, and 1994 European champion Duaine Ladejo of England in 45.93. Reynolds is sidelined by an injury.

John Regis of England, a former world indoor champion, struggled in the 100 and 200. He was ninth in the 200, and failed to qualify for the 100 _ finishing in 10.54. Gabon's Antoine Boussombo won the 100 in 10.21, and Hungary's Roland Nemeth took the 200 in 20.50.

In the women's 400, three-time indoor world champion Tatiana Chebykina of Russia came from behind to overtake England's Donna Frazer in the final meters.

Chebykina, preparing for World Championships in August in Seville, Spain, had a winning time of 51.67.

``It was a very difficult race as the weather is very hot. I hope I can win in Seville, as well,'' Chebykina said.
