IAAF Council Meeting, Moscow, 5 Aug – NOTES

The IAAF Council chaired by President Lamine Diack today met in the Radisson Royal Hotel, Moscow, at the start of a packed fortnight in the capital of the Russian Federation, highlighted by the 49th IAAF Congress (7 & 8) and the 14th of the IAAF World Championships (10 to 18).

The meeting was officially opened by the Deputy Minister of Sport, Tourism and Youth Policy of the Russian Federation Pavel Kolobkov, who thanked the Council for giving Russia the “great honour and responsibility of holding such a great championships.”

“Athletics occupies an important space in the world of sport and is very popular in Russia and throughout the world…. We want to take the opportunity of the IAAF World Championships to develop Athletics in Russia and promote it,” confirmed Kolobkov, who concluded by wishing everyone a successful championships.

President Diack thanked the Deputy Minister and remarked that “today we are at a very important moment for our sport as we will organise our greatest competition.”

“We have 208 Member Federations attending Congress and we have a similar number (206) of teams entered to compete at the championships.”

“I wish to thank our hosts for providing the best possible participation conditions for our athletes, and we are very pleased to be in Moscow and thank our hosts wholeheartedly.”

Taking up the Deputy Minister’s theme concerning the development of Athletics in Russia, President Diack reminded the Council that in May 2012 a Memorandum of Understanding with the Russian Ministry of Education had been concluded to ensure increased co-operation in the development of athletics in the Russian school system. Kids’ Athletics is being integrated directly into the Russian educational system and the number of hours allocated to teaching and to activities associated with athletics is also being increased.

Later in the afternoon the Local Organising Committee of Moscow 2013 delivered its final progress report concerning preparations for the IAAF World Championships, Moscow 2013.

Entry Standards

IAAF World Relays – Nassau, Bahamas – 24/25 May 2014

Council approved an amendment to the Technical Regulations adding entry standards for the 4x100m and 4x400m Relays. The Entry Standards will be set with an ideal target number of approximately 16 Teams to qualify and the remaining Teams (up to 24) would be determined through the IAAF World Lists.

Youth Olympic Games - Nanjing 2014

The Relay venue has been confirmed along Youth Olympic Axis in front of Olympic Plaza and adjacent to the Olympic Village.  The Track will have 10 lanes and be 140m in length.

Anti-Doping Programme – World Athletics Series competitions

IAAF World Youth Championships, Donetsk 2013

55 urine tests conducted in-competition

Education: An Outreach Programme in Donetsk during the championships attracted approximately 900 athletes and support personnel to visit the IAAF anti-doping information desk

Pre-and In-Competition Testing Plan for Moscow

Pre-competition

-           All participating athletes to be tested for blood ABP parameters

-           Approximately 60 urine tests (with EPO) anticipated

In-competition

-           Between 450-500 urine tests planned including EPO & IRMS analyses

Education: An Outreach Programme run by RUSADA will be implemented as usual at the World Championships.

General Doping Control Statistics of 2013 (as of 16.07.2013)

In-Competition:  787 (including 382 EPO) urine tests

Out-of-Competition:  929 (including 351 EPO) urine tests

Blood Samples:  864 Athlete Biological Passport pre-competition tests (including 292 European Athletics tests).
