Monte-Carlo - The IAAF has officially appealed to the Court of Arbitration for Sport (CAS) against the decisions taken by the All Russian Athletic Federation (ARAF) in the case of 7 Russian athletes (named below).
In October 2008 the ARAF found that each athlete had committed an anti-doping rule violation under IAAF Rules 32.2 (b) and 32.2 (e) and sanctioned each athlete for a period of 2 years which has been backdated to the date the anti-doping rule violation occurred. The IAAF appeal to CAS contains two specific elements;
1) The IAAF has appealed that in each case, and in accordance with IAAF Rules, the date of any applicable sanction cannot begin earlier than the day the athlete was first provisionally suspended from competition.
2) The IAAF has appealed that in each case the period of ineligibility be lengthened to more than the minimum 2 year sanction under IAAF Rules if the athletes are found guilty of the above doping offences
IAAF President Lamine Diack said “It is unacceptable to the IAAF that these athletes who have committed serious and deliberate breaches of our anti-doping Rules would receive an effective ban of approximately 9-10 months and see them eligible to compete again in the summer of 2009. What is more, I consider the circumstances surrounding these cases warrants the IAAF to seek an extended ban over and above the minimum two year period.
The IAAF has appealed to CAS in the case of the follow 7 athletes and will make no further comments on the cases until the conclusion of the CAS hearing process;

L’IAAF fait appel de la decision concernant les athletes Russes et saisit le TAS
Monte-Carlo – L’IAAF a formellement interjeté appel auprès du Tribunal arbitral du sport (TAS) des décisions de la Fédération russe d’athlétisme (ARAF) concernant 7 athlètes russes (Cf. noms ci-dessous).
En octobre 2008, l’ARAF les avait respectivement déclarées coupables d’infraction aux règles 32.2 (b) et 32.2 (e) du règlement antidopage de l’IAAF et avait infligé à chaque athlète une suspension de 2 ans prenant effet rétroactivement à partir de la date de l’infraction constatée.
Par ces appels, l’IAAF entend faire valoir les prétentions suivantes :
1) la date de départ d’une période de suspension ne peut être antérieure à la date de suspension provisoire de l’athlète en vertu du règlement antidopage de l’IAAF.
2) une sanction renforcée de plus de 2 ans, si les athlètes sont déclarés coupables des infractions décrites ci-dessus.
Le Président de l’IAAF, Lamine Diack a affirmé “pour l’IAAF, il est tout a fait inacceptable que les athlètes qui ont commis une infraction délibérée aux règles anti-dopage reçoivent une suspension effective de 9 ou 10 mois et puissent à nouveau concourir à l’été 2009. Qui plus est, étant donné les circonstances dans lesquelles ces violations se sont produites, il est justifié que l’IAAF demande une suspension supérieure à la période minimum de deux ans.
Les appels de l’IAAF auprès du TAS concernent les 7 cas suivants. L’IAAF ne fera aucun autre commentaire sur les affaires en cours jusqu’à la conclusion de la procédure arbitrale d’appel.
