MONACODuring the Morning session, reports were heard from the IAAF President and the IAAF General Secretary, after which a presentation was made by a delegation from Osaka. Following the presentation, Council agreed that the 2007 edition of the IAAF World Championships would take place in the Japanese City (see IAAF press release sent earlier today for more information).

Panel of Race Walking Judges Approved
Following an evaluation of all IAAF Level III International Walking Judges on 19-20 October, Council approved the composition of a new IAAF Panel of Judges consisting of 27 or 28 Race Walking Judges, who will have at least two high level assignments in the 2003-2006 period.
2003 IAAF Budget Approved
In the afternoon, Council first approved the IAAF Budget for 2003, following a presentation by the Honorary Treasurer Robert H Stinson, before hearing reports from IAAF Committees and Commissions representing the fields of Anti-doping, Athletes, Competition, Development, IAAF 90th Jubilee, Juridical, Press, Television and Women.
Over 2000 Doping Controls in 2003
The Anti-Doping Commission report revealed that 2385 doping controls were conducted by, or on behalf of, the IAAF both in and out-of-competition in 2002 (as at 1 November). With regard to testing for EPO, 123 tests have been carried out by the IAAF in 2002 and the EPO testing guidelines are being revised for 2003.
It was agreed that the Council’s Doping Review Board, which consists of IAAF President Lamine Diack and Council Members Jose-Maria Odriozola (ESP) and Robert Hersh (USA), should not only have the power to refer cases to the Court of Arbitration in Sport (CAS) but also to suspend athletes pending a CAS hearing. It was also agreed that the prohibited substances list used by the IAAF should be updated so that it is exactly the same as the IOC-WADA list.
Requests for early reinstatement on behalf of the following athletes were all rejected: Christophe Cheval (FRA), Svetlana Kanatova (RUS), Dario Manso (POR) and Cheryl Thibedeau (CAN).
Elections for Athletes Commission from 2003
Following the Athletes Commission report, it was agreed that, starting at the IAAF Congress in Paris next year, elections would be held to select 12 members of the Athletes Commission, with the remaining members to be appointed according to the current practice.
2003 IAAF Competition Circuit Approved
Following the restructuring of the IAAF Outdoor Circuit from 2003, it was agreed that this would consist of 36 One-day meetings:

Berlin (GER), Brussels (BEL), Oslo (NOR), Paris (FRA), Rome (ITA) and Zürich (SUI)
Super Grand Prix 9
Athens (GRE), Doha (QAT), Eugene (USA), Gateshead (GBR), Lausanne (SUI), London (GBR), Madrid (ESP), Ostrava (CZE) and Stockholm (SWE)
It was agreed that Madrid and Ostrava would be included in the Super Grand Prix category for a probation period of one year, at which point an evaluation would be made to ensure that relevant criteria and requirements were being met. It was also agreed that the inclusion of Athens in this category is conditional on the receipt of adequate guarantees from the meeting organizers as soon as possible.

A new “quota” system (covering participation expenses of qualified athletes) for the IAAF World Championships in Athletics was approved by Council.
2004 Olympic Games Timetable and Qualifying Standards
Following careful examination of studies provided by medical experts regarding the Heat Stress Factor (the physiological effect of heat and humidity) Council recommended that the Marathon races at the 2004 Olympic Games in Athens should start at 19:00 in the evening – a time when the effects of heat on athletes is more bearable than at earlier times of the day, and also reduces as the race unfolded. The only other option would be an early morning start of 07:00. A proposal will now be made to ATHOC by the IAAF Technical Delegate.
2003 IAAF World Championships – Adjustment of Qualifying Standards
Following statistical investigation, it was agreed that qualifying standards would be made easier for the following events at the World Championships in Paris: 400m men (now 45.55 A and 45.95 B), Long Jump Women (6.75 A and 6.60 B) and Men’s Race Walking events (20km and 50km).
IAAF Council will convene again tomorrow morning at 09:00 for a full day’s session.
